Raperda on Social Conflict Approved in Papua

goodmorningpapua.com – The Puncak Regional People’s Representative Council (DPRD) approved a number of Non-APBD Reperda in the Plenary Session of the 2023 Main RAPBD at the Grang Moza Hotel, Timika, Thursday 8 December 2022.

As for a series of Raperda that were approved, namely the Raperda on Handling Social Conflict, Raperda on Regional Taxes, Raperda on Rural and Urban Land and Building Tax, as well as Raperda on Implementation of Integrated Licensing.

During the plenary session, a Puncak Regent Willem Wandik paid great attention to the Raperda on Social Conflict Handling, because it helps deal with social problems that have caused many lives to be lost and have resulted in head payments.

Even going forward, the Treasurer of the PDI Perjuangan Papua hopes that the tradition of payroll for heads can be eliminated in the future by applying positive law.

“Raperda dealing with social conflict already exists, it is present, based on my experience during my time leading in Puncak Regency for almost 2 periods, only dealing with socio-cultural issues, killing people, women’s problems, finally shooting arrows. The local government was even ordered to pay the head. So in the future there will be no more payroll for heads in Puncak Regency, payroll for heads will just make it difficult,” said Willem Wandik.

Technically, said the Regent, the Sekda Puncak would immediately follow up. “We have agreed that all must comply with this rule, positive law is upheld, so in the future I am sure that Puncak Regency will be safe,” he said.

The Regent also expressed a happy smile about the approval of the Raperda to support Regional Original Revenue (PAD), including the Raperda on Regional Taxes, as well as the Raperda on Rural and Urban Land and Building Taxes.

“This is a state demand for an area that wants to expand, therefore the presence of these two regional regulations is expected to help boost Local Own Revenue in Puncak Regency,” he said.

He admitted that he had tried to make a breakthrough related to PT Freeport Indonesia’s Royalties and had reached a bright spot. In fact, it is very likely that Puncak Regency will also become a producing area that will receive royalties from the gold mining company.

“I have communicated with the Ministry of Home Affairs, there have been meetings with the Regents of Mimika, Puncak, Intan Jaya, Paniai. This year we should have received royalties as a producing area from PTFI, but because there was a discommunication, but in the future one day we will become a producing region, because that is the law, so I am already happy,” he said.

Just to note, in the delivery of the budget memorandum for the 2023 Regional Budget Reperda, Regent Willem Wandik said that the projected regional revenue in 2023 is planned to be IDR 1.5 trillion. This amount has increased from the previous year’s IDR 65 billion, with a percentage of 5 percent.
