Special Autonomy Must Make Well-Being of Papuan People and Not of the Elite

goodmorningpapua.com – A Deputy V Presidential Chief of Staff (KSP) Jaleswari Pramodhawardani emphasized that the implementation of Presidential Instruction No. 9 of 2020 and Special Autonomy (Otsus) in West Papua Province must focus on program effectiveness to improve community well-being. This is so that special autonomy is enjoyed by the whole community.

“Implementation must focus on programs that favor the welfare of the people, so that every rupiah spent must be of real benefit to all Papuan people, not only enjoyed by a handful of parties at the elite level,” Jaleswari said at the Presidential Instruction Coordination Meeting 9/2020, in Manokwari, Tuesday ( 14/12).

He said that the implementation of Presidential Instruction No. 9 of 2020 concerning the Acceleration of Welfare Development in Papua and Law Number 2 of 2021 concerning Special Autonomy for Papua, must be a momentum for improving governance, especially in the regions. In the coordination meeting which was attended by regional heads throughout West Papua and representatives of echelon I of the central government, there were several problems and obstacles that were presented and will be followed up.

Matters related to the affirmation of ASN recruitment policies, debottlenecking of strategic infrastructure projects, as well as Human Development Index (IPM) scores in Papua and West Papua which are still below the national average indicate that the implementation of the Presidential Instruction must be able to resolve these matters. “All inputs will become evaluation material for the central government, to synergize intensively with the regions to implement the program, so that it is more targeted, and in accoradnce with the needs of the community,” he said.

He said improvements in governance in the implementation of Presidential Instruction 9/2020 must also be carried out thoroughly, including 5 aspects of improvement. “5 aspects that must be improved immediately, namely the quality of planning and budgeting, monitoring the evaluation and control of programs, the quality of basic services, the quality of human resources of the apparatus, as well as the synergy between the central and regional institutions,” he said.

Furthermore, West Papua Regional Secretary Nataniel Mandacan emphasized that the West Papua Provincial Government appreciates the steps taken by the central government to release the Presidential Instruction 9/2020 and Otsus policies and is ready to implement them starting in 2022. “All government agencies in this province must be actively involved in efforts to improve governance and various efforts to prevent corruption, so that the accelerated development of community welfare can be realized,” he also said.
