goodmorningpapua.com – President Joko “Jokowi” Widodo released Presidential Regulation No. 121 of 2022 concerning the Steering Committee for the Acceleration of Special Autonomy Development for Papua. This agency is chaired directly by the Vice President of the Republic of Indonesia, Ma’ruf Amin.
Through the Presidential Decree, which was signed on October 21, 2022, Jokowi ordered the Papua Special Autonomy Steering Committee to accelerate development in Papua.
In Article 4 of the presidential regulation, Jokowi ordered the Papua Steering Committee to do several things, including supervising development, evaluating, reporting, and managing planning in Papua.
Here are the functions of the Papua Special Autonomy Steering Committee in accordance with Article 4.
– Providing general policy directions for the implementation of Special Autonomy and accelerating development in the Papua region
– Synchronization, harmonization, and coordination as well as providing guidance for guidance, supervision, evaluation, reporting and accountability for the management of planning, budgeting, funding, receipts, and administration of government in the framework of Special Autonomy and accelerated development of the Papua Province carried out by ministries/agencies and local governments Papua Province
– Providing considerations, directions, and recommendations for solving strategic problems and issues in the implementation of Special Autonomy and accelerating development in the Papua region
– Controlling the implementation of Special Autonomy and accelerating development in the Papua region by referring to the Master Plan for the Acceleration of Development in Papua and the Action Plan for the Acceleration of Development in Papua for the medium term
– Presenting reports on the implementation of Special Autonomy and the acceleration of development in the Papua region to the President
As a supervisory function, the Steering Committee for Papua Special Autonomy must oversee the development and procurement of the budget. Therefore, district/city governments in Papua, as well as ministries/institutions wishing to carry out development in Papua need to coordinate with the Papua Special Autonomy Steering Committee.
This is stated in Article 22 paragraphs 1-5. In addition, the Vice President and the ranks of the Papua Special Autonomy Steering Committee can also follow up the Papua development process as needed.
The membership composition of the Papuan Steering Committee, chaired by Ma’ruf Amin, contains only one Papuan Orang Asli (OAP). While the other members are Minister of Home Affairs Tito Karnavian, Minister of National Development Planning Suharso Monoarfa, and Minister of Finance Sri Mulyani.
“Members of the Papua Steering Committee who come from representatives of each province in Papua are OAP, and not from government officials, DPR, DPD, DPRD, Papuan People’s Assembly, and members of political parties,” said Jokowi.
The tenure of the Papuan Steering Committee member from OAP is five years and can be reappointed for one term.
