Government Releases Regulations for Managing Papua and Aceh Special Autonomy Fund Receipts

goodmorningpapua.com – Minister of Finance Sri Mulyani Indrawati issued Minister of Finance Regulation (PMK) Number 76/PMK.07/2022 concerning Revenue Management in the Framework of Special Autonomy (Otsus).

Receipts in the framework of Otsus which are specifically regulated in this PMK include receipts in the framework of Otsus for Papua and Aceh.

“That in order to improve the efficiency, effectiveness, and accountability of planning and budgeting, allocation, distribution, administration, reporting, monitoring and evaluation, guidance and supervision, as well as management of integrated information systems, it is necessary to reorganize the provisions regarding revenue management for special autonomy,” Tuesday ( 26/4).

Funding for Otsus Papua consists of profit-sharing funds (DBH) in the form of the difference between 70% of the region’s share as DBH and the percentage of the Region’s share of natural resources DBH oil mining and natural gas mining.

The allocation is regulated in accordance with the provisions of laws and regulations regarding financial relations between the government and local governments, between Papua Special Autonomy funds and additional infrastructure funds (DTI).

The allocation of Papua Province Special Autonomy funds is calculated as equivalent to 2.25% of the national General Allocation Fund (DAU) ceiling, which consists of general Special Autonomy funds of 1% of the national DAU ceiling. As well as the use of special autonomy funds that have been determined based on implementation performance of 1.25% of the national DAU ceiling.

Meanwhile, for Aceh Special Autonomy revenue, there is an additional Oil and Gas DBH covering 55% of Non-Tax State Revenue (PNBP) of Natural Resources (SDA) of petroleum for each Cooperation Contract Contractor (KKKS) operating in the Aceh Region, a maximum of 70% of PNBP petroleum natural resources.

Then, as much as 40% of PNBP SDA natural gas KKKS each KKKS operating in the Aceh region, with a maximum of 70% of PNBP SDA natural gas when added to the percentage of PNBP SDA natural gas in the calculation of the allocation of DBH SDA natural gas.

Then, it is 30% of the revenues from oil and gas SDA from KKKS operating in the sea area 12 miles to 200 miles from the territory of Aceh’s authority.

Furthermore, it is for the distribution of DBH Migas Otsus Aceh, on a quarterly basis through book-entry from the State General Treasury Account (RKUN) to the Regional General Cash Account (RKUD) of Aceh Province.

These provisions include, in the first quarter of 20% of the February allocation ceiling. In the second quarter of 25% of the maximum allocation ceiling in May. In the third quarter, a maximum of 35% of the allocation ceiling takes into account the realization of state revenues until the first semester at the latest in September.

Then, in the fourth quarter, it is the difference between the allocation ceiling and the amount of funds that have been disbursed in the first quarter, second quarter, and third quarter no later than December.

This Ministerial Regulation is enacted and promulgated on April 18, 2022, and comes into force on the date of promulgation.
