The program is a mandate from Presidential Instruction No. 9 of 2020 concerning the Acceleration of Welfare Development in the Provinces of Papua and West Papua.

The COVID-19 pandemic has hit all sectors of life. The labor sector was mentioned by the Minister of Manpower as the most affected.
“The employment sector is the sector most affected by the COVID-19 pandemic. Many industries have been forced to limit production, not even a few have had to go out of business. As a result, layoffs (terminations) have occurred everywhere,” said the Minister of Manpower, Ida.
Not only that, the pandemic has also resulted in increased unemployment and poverty.
“Poverty has increased, as well as other impacts that have led to a slowdown in national and even global economic growth,” said the Minister of Manpower Ida in front of the community and the Jayapura Regency government.
With the help of the government, Minister of Manpower Ida hopes that the community can deal with this difficult time. One of the Ministry of Manpower’s programs to overcome the impact of the pandemic is the Employment Opportunity Expansion Program Assistance.
In 2020, the Ministry of Manpower has provided 61 assistance packages for Beginner Independent Workers (TKM) scatterred across five districts/cities in the Papua region. Then submit 36 TKM assistance packages in six districts/cities in 2021.
“In 2022, as mandated by the INPRES, the Area-Based Job Opportunity Expansion Program will also continue to be expanded not only in the Papua region but also to the West Papua region,” said the Minister of Manpower Ida.
She also asked the local government to jointly support the program in order to achieve Papua Mandiri and Papua Proud.
