This is the assertion of the former Chairman of the Special Committee (Pansus) for the Amendment of the Papua Special Autonomy Law, Komarudin Watubun Tanawani Mora SH MH, in his written statement, Friday 5 November 2022, responding to the immediate appointment of 3 acting governors for three new provinces in Papua, namely South Papua Province. , Central Papua Province, and Papua Mountains Province.

“There must be breakthrough steps to provide opportunities and spheres for indigenous Papuans. The fact that the ASN native Papuans, who are now occupying middle high leadership positions both at the center and at the regions, are still very limited, should not be an argument or basis for the government’s thinking to appoint an acting governor instead of OAP. That is why in a letter to the President and the Minister of Home Affairs, last August, regarding the acting governor of the new autonomous region in Papua Province, we have emphasized this,” said Komarudin Watubun.

In his letter to President Joko Widodo and Minister of Home Affairs Tito Karnavian, dated August 1, 2022, Watubun, a PDI-P politician from the electoral district of Papua Province, also emphasized that the formation of South Papua Province, Central Papua Province, and Highlands Papua Province was carried out through a policy. specifically based on Law Number 2 of 2021 concerning the Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Papua Province.

“The establishment of the three new autonomous regions is a special policy based on the Papua Special Autonomy Law, so it becomes inconsistent again if the formation of a new province which is a special policy is not accompanied by the appointment of an acting governor who is also in a special policy frame. We must consistently carry out the mandate of the Papua Special Autonomy Law,” said Watubun.

Consistently carrying out the mandate of the Papua Special Autonomy Law, Watubun in his letter early last August to President Joko Widodo and the Minister of Home Affairs Tito Karnavian, also reminded the provisions in Article 9 paragraph 2 of Law Number 14, 15 and 16 The year 2022 should be interpreted in terms of specificity as well.

“If you refer to these provisions, the acting governor is appointed from civil servants who occupy middle high leadership positions, it is appropriate as far as possible to accommodate indigenous Papuans to become acting governors,” said Watubun.
