A Territorial Operations as a Spearhead of Well-being in Papua

goodmorningpapua.com – A Vice President Ma’ruf Amin held a Papua Handling Approach Meeting after the 2021 Special Autonomy Law in Papua at the Vice President’s Palace, Jalan Medan Merdeka Selatan, Central Jakarta, Wednesday, December 15, 2021. At the meeting, Ma’ruf said that not all of the implementers of welfare programs in Papua came from center, but remain to involve local authorities.

“Strengthening territorial operations by involving the Kodim, Koramil, Babinsa as spearheads in the field to approach the welfare of the Papuan Indigenous People (OAP),” said Ma’ruf after the meeting.

He said the local authorities already fully understand the details of their respective regions. In the future, he also appealed that the implementation of these policies could be aligned with the aspirations of various elements of society in Papua so that the impact could be felt as a whole.

“It is carried out comprehensively and synergistically  covering all sectors and involving ministries/agencies, local governments including all elements in Papua, including community leaders, traditional leaders, religious leaders, women’s leaders, youth, all of them so that the acceleration of welfare development in Papua can show the result,” said Ma’ruf.

Ma’ruf acknowledged that in the implementation of the acceleration of well-being development in Papua and West Papua, dynamics still often occur in the field.

Therefore, he stressed that all relevant parties can be closer and adapt to conditions, both natural and community conditions, in Papua and West Papua so that the welfare development work program can be carried out properly.

“I hope that this new more humane approach can really be realized and we want a safe, conducive Papua, so that the welfare development work program can be accomplished immediately,” said Ma’ruf.

Regarding the legal basis, the Vice President assessed that the government had issued a solid basis for the implementation of this acceleration program. Starting from Presidential Instruction Number 9 of 2020 concerning the Acceleration of Welfare Development in Papua and West Papua Provinces, Presidential Decree Number 20 of 2020 concerning the Integrated Coordination Team for the Acceleration of Welfare Development in Papua and West Papua Provinces, and Law Number 2 of 2021 concerning Second Amendment to Law Number 21 of 2001 concerning Special Autonomy for the Province of Papua.

The coordination meeting was attended by Coordinating Minister for Political, Legal and Security Affairs Mahfud MD, the Coordinating Minister for Economic Affairs Airlangga Hartarto, a Minister of Home Affairs Tito Karnavian, Minister of Transportation Budi Karya Sumadi, Minister of Communication and Information Jhonny G. Plate, Presidential Chief of Staff Moeldoko, TNI Commander Andika Perkasa, a Head of the State Intelligence Agency Budi Gunawan, an Army Chief of Staff Dudung Abdulrachman, and Air Force Chief of Staff Fadjar Prasetyo.
