goodmorningpapua.com – The Papuan Separatist Terrorist Group (KST) is indeed troubling, so a special formula is needed to create security stability in Papua. One of the strategies to be adopted by the Government is a dynamic defensive policy aimed at preventing civilian casualties.
KST has conducted their action again by attacking civilians and workers in recent times. Ma’ruf Amin as the Vice President of the Republic of Indonesia said that security in Papua was carried out in a defensive way but still following developments on the ground.
In a video recording provided by the Secretariat of the Vice President, Ma’ruf Amin said, it is important for us to continue to prioritize welfare, but our security problem is also at that stage, staying on the defensive, not static but dynamic defensive, because what we have to focus on is how so that there are no victims.
He said security in Papua was not conducted in an offensive manner. Ma’ruf Amin said that many victims fall on the land of Papua. Furthermore, Ma’ruf said that the government was continuing to have a dialogue about the situation in Papua with local traditional leaders. He hopes that there will be a solution to the Papuan problem.
Some time ago, KST also killed a gold miner named Afandy Tiakoly in Yakuhimo District, Papua. Previously, KKB also stabbed a construction worker named Aris Kalan, the stabbing occurred in Intan Jaya Regency.
We also need to look at the legal basis which will later become a solid basis for implementing the acceleration program in Papua. The regulation is contained in Presidential Instruction Number 9 of 2020 concerning the acceleration of welfare development in Papua and West Papua Provinces, Presidential Decree Number 20 of 2020 concerning an integrated coordination team for the acceleration of welfare development in Papua and West Papua Provinces, and Law Number 2 of 2021 concerning the second amendment to Law Number 21 of 2001 concerning special autonomy for the Papua Province.
On a different occasion, the Coordinating Minister for Political, Legal and Security Affairs (Menko Polhukam) Mahfud MD said that in facing the armed conflict in West Papua, the TNI is currently on the defensive.
Mahfud admitted that he had received a report from the Commander of the Indonesian National Armed Forces, General Andika Perkasa, to hasten conducting an evaluation to further finalize the approach with the new style.
Of course, this defensive strategy was implemented not without reason, because after all the security forces on guard in Papua must keep civilians safe, so that security personnel in Papua do not take an offensive attitude.
The approach in Papua, of course, must be carried out comprehensively and strategically, as stated in the Presidential Instruction (Inpres) No. 9 of 2020 and followed by Presidential Decree No. 20 of 2020. The two regulations explicitly state that the approach to welfare in Papua in essence must be comprehensive and synergistic. The synergy in question, of course, involves related ministries and institutions to work together. Not necessarily working alone. On the other hand, a humanistic approach is also needed, so that the Papuan people will feel safe while in Papua.
On a different occasion, the Head of the National Human Rights Commission (Komnas HAM) Papua Representative, Frits Ramandey hoped for a new policy to support the TNI/Polri in resolving armed conflicts in Papua. Frits said that the figure of General Andika Perkasa had been approved by the Indonesian House of Representatives as Commander of the Indonesian Armed Forces. And he must be willing to build communication with all other stakeholders in Papua. Andika is said to be resolving the conflict in Papua by utilizing territorial development operations. He said the TNI would prioritize communication.
The dynamic defensive strategy is one of the new security strategies to respond to the brutal actions of KST Papua against the people. With this policy, security stability is expected to be maintained.
