3 Bills for the Divisions of Papua Province are Targeted to be Legal on June 2022

goodmorningpapua.com – Member of Commission II of the Indonesian House from the PDI-P faction, Muhammad Rifqinizamy Karsayuda, said that the House is targeting the ratification of three bills for the divisions of Papua Province on June 2022. This will be adjusted to the stages of the 2024 Simultaneous Election which is scheduled to start on June 14, 2024.

“We are trying to make sure that before June 2022, the entire bill can be ratified by the Indonesian House of Representatives,” Rifqi told reporters, Sunday (17/4).

Rifqi explained that the three bills for the Province of the Expansion of Papua had previously been ratified by the Indonesian House (DPR RI) as a proposed DPR initiative bill in a plenary meeting on April 12, 2022.  For him, the DPR is currently await the President’s Letter (surpres) and the problem inventory list (DIM) from the government concerning with  discussing immediately the three bills namely the Bill on the Province of South Papua (Ha Anim), the Bill on the Province of Central Papua (Meepago), and the Bill on the Province of the Central Mountains (Lapago).

According to Rifqi, ratification is targeted for June 2022 so that the three new provinces can participate in the 2024 Simultaneous General Election and Regional Election. This is because each new autonomous region has its own electoral district that needs to be regulated quickly so that it can adapt to the stages of the 2024 Simultaneous Election.

“Because one of the consequences of the establishing of a new province means that later in the formation of electoral districts (dapil) for the 2024 General Election, especially the Pilleg they will become a separate electoral district as stipulated in the Election Law, because there may be additional seats for DPR RI, DPD RI, including additional electoral district. So it must be resolved immediately so that it is in sync with the stages of the 2024 election that we will carry out,” said Rifqi.

Meanwhile, a Chairman of the Expertise Board of the DPR Inosentius Samsul said that the target for ratification on June 2022 is because it is associated with the budget and stages of the 2024 Simultaneous Regional Election. The reason is that budget discussions and the implementation of the election stages have started on June 2022.

He said, if this time passes, the driving factors for the establishing of the three Papua provinces will begin to decrease.

“It is hoped that it will be completed in June because it is related to the budget and agenda for the 2024 General Election. After that, it seems a bit difficult, the considerations for the agenda, the argmentation and urgency are not too (important), because on June the APBN (discussion) was taking place and then preparations were made. In preparation for the 2024 General Election, whether it becomes an electoral district and so on must be determined as soon as possible,” said Inosentius.
